well, according to the books, Jaime was sent to Crakehall as a squire when he was eleven, for four years, and Cersei was sent too King’s Landing when she was twelve. It is implied they didn’t see each other for four years. I doubt they had sex before that time (they they might have fooled around a bit but more in an experimenting/intimate way, not with any sexual intentions)
The first time they meet again is after Jaime is knighted and he makes a stop at King’s Landing on his way home. This is when Cersei asks him to join the Kingsguard by asking him if its a rock he wants or her and dresses up as a serving wench to have passionate sex all night long in some inn. So, if you follow the books it would be logical this was their first time which makes them 15 years old.
But… I don’t know… that entire paragraph always gives me the feeling there was already a lot more going on between them.

i just love how in the commentary nikolaj seems to refuse to call robb by his name. he just calls him ‘king in the north’ all the time. and always with that sing-song voice all KING IN THE NOOOORTH
